Yes, there appears to be on at least Austin Powers.  Now, with the
Matrix, the video and audio are pretty smooth.  The audio runs around 24
fps or so, but they're just out of sync.

With austin powers, it's probably like .5 sec of video / .5 sec pause /
.5 sec video / .5 sec pause - while the audio runs clean.
